Monsha’at: More Than SAR 143 Million Refunded Through the Estrdad Initiative

The Small and Medium Enterprises General Authority “Monsha’at” announced that the total value of government fees refunded through the Estrdad Initiative has exceeded SAR 143 million, benefiting more than 5,600 eligible SMEs. Meanwhile, approximately 34,000 enterprises have been identified as preliminarily meeting the initiative’s eligibility requirements.
These figures reflect the initiative’s expanding reach and its role in easing the financial burden on startups during their establishment and growth phases. The initiative targets enterprises that commenced operations between 2024 and 2026 and covers 10 major government fees.
Registration will remain open until the end of 2026, while the disbursement of eligible refunds will continue through 2028 in accordance with the approved payment schedule and governing regulations.
Monsha’at explained that the initiative enables eligible SMEs to recover a range of government fees in line with the approved terms and criteria. These include commercial registration fees, economic activity licensing fees, chamber of commerce membership fees, Saudi Post subscription fees, patent registration fees, as well as refunds of up to 80% of the expatriate worker levy.
Estrdad Initiative is part of a package of support programs designed to assist SMEs during their first three years of operation, helping improve operational liquidity, strengthen financial stability, and support business growth and sustainability.
Monsha’at affirmed that it will continue disbursing refunds to eligible enterprises in accordance with the approved regulations and procedures, while registration will remain available until the end of 2026.
