Monsha'at offers the "Business Incubator Licenses" service with the aim of supporting entrepreneurship, nurturing startups, fostering innovation, and enhancing capabilities. This is achieved through issuing the necessary licenses for launching incubators, accelerators, and shared workspaces, as well as supplying an attractive environment, after meeting the necessary requirements. This helps them to access facilitations and identify the specific requirements for supporting and fostering the entrepreneurship sector.

Requirements

  • The applicant must be a government entity, a company, an association, or a university

  • The incubator location should be convenient and appropriate (This does not apply to virtual incubators)

  • Applicants must either own the location or have it leased for at least one year (Note: This requirement does not apply to virtual incubators).

They are companies aim to support and establish entrepreneurial projects, through providing fundamental services such as shared workspaces and offices, business development, consulting services, training sessions, and research services. They also link these projects to funding and investment resources. These services are provided on time


They are companies that offer intensive accelerating programs to boost entrepreneurships and accelerate their growth rate within 3-6 months. These programs provide a comprehensive package of essential services, including shared workspaces and offices, business development, consulting services, and training sessions. Additionally, they facilitate funding and provide access to investors, enabling a stake in both the entrepreneurship and the startups


They are institutions that adopt the “Sharing Economy” system, in which they provide shared workspaces, meeting rooms, and close and open offices. These facilities are leased for a specific period for startups’ owners, freelancers, and entrepreneurs. These institutions provide fundamental services such as communication and secretary services. They can hold events and workshops there as well


They are institutions that provide all previously mentioned services at the Shared Workspaces section, in addition to consulting and mentoring services


The license is issued immediately once the application form is completed on the website


Yes, you can edit or cancel the application by contacting the license issuing team via users’ messages on the platform, after you log in and choose the license that needs editing or cancelling


There are two main types of incubators: 

- Physical incubators provide services and activities on-site
- Virtual incubators offer their services online


Companies can start operating business incubators and accelerators after obtaining a commercial registration for these activities, securing a license from the Small and Medium Enterprises General  Authority, "Monsha'at" and receiving approval from the Ministry of Municipal and Rural Affairs


The company must be licensed for business incubators and accelerators by the Ministry of Commerce and Investment


There are no fees to obtain the license


After obtaining a business incubator license, the company is eligible to benefit from the advantages and facilities provided by the Small and Medium Enterprises General Authority, "Monsha'at" and its partners, which will be announced progressively


 

 • Incubatees must operate their business within one or more incubators for a total period not exceeding three years. The Authority may grant extensions for specific sectors that require longer durations to complete their production or investment cycles 

• Incubatees are required to obtain the necessary licenses from the relevant authorities to operate their business or activity within the incubator. Any changes to the location must be approved by the business incubator 

• Incubatees must comply with the instructions and policies of the business incubator  


The incubator must submit an annual performance report to the Small and Medium Enterprises General Authority, "Monsha'at" at the end of the fiscal year. Additionally, the incubator must ensure that its premises are used exclusively for licensed purposes, as detailed in the Business Incubator Regulations
