Enterprise Size Certificate
It is a certificate issued by the Small and Medium Enterprises General Authority “Monsha’at” that verifies an enterprise’s alignment with the Authority’s definition of micro, small, and medium enterprises (MSMEs). The certificate facilitates access to preferences and enablers provided by relevant entities, in addition to granting special advantages, such as exemption from submitting an initial guarantee when applying for government tenders, as well as priority in limited tenders and direct purchases.
To issue the certificate, beneficiaries can access the enterprise profile and complete the enterprise data, including revenue size. The certified digital certificate will then be issued instantly and proactively, with the option to print or send it via email.
Notes:
• The Enterprise Size Certificate is issued based on the main commercial registration and the enterprise’s affiliated registrations, whether the application is submitted through the main commercial registration or one of the branch registrations.
• If the beneficiary wishes to renew the certificate, or if the enterprise information is updated (such as the name or legal entity), the current certificate must be canceled and a new certificate issued.
• The granting of benefits to the enterprise is subject to the terms and regulations of the entities providing such benefits.
Requirements
To issue the Enterprise Size Certificate, the following information is required: Valid commercial registration or business file number from the Ministry of Human Resources and Social Development
Active status of the commercial registration and enterprise file in the Ministry of Human Resources and Social Development
Employee count data based on the information registered with the Ministry of Human Resources and Social Development
Revenue data or declaration during the certificate issuance process
The enterprise should have a minimum of one employee and a maximum of 249 employees, as per the unified number for enterprises
The annual revenue of the enterprise should not exceed 200 million Saudi Riyals
The applicant must have an approved title from both the Ministry of Commerce and the Ministry of Human Resources and Social Development, allowing them to print the certificate
After pre-sizing the relevant register, the user can print the certificate

There are currently no fees for issuing the Enterprise Size Certificate.
Issuing an Enterprise Size Certificate requires a valid Commercial Registration or an active Enterprise/Labor File Number with the Ministry of Human Resources and Social Development.

The enterprise size classification does not appear within the issued certificate content; however, it is displayed to the beneficiary during the certificate issuance process through the Monsha’at e-portal.
If the enterprise information, such as the name or legal entity, is updated, the current certificate must be canceled and a new certificate issued with the updated information through the Monsha’at e-portal, by following the steps outlined in the Enterprise Size Certificate Issuance Guide.

No. Professional enterprises may issue the certificate using the Enterprise/Labor File Number with the Ministry of Human Resources and Social Development.
• Access the enterprise profile through the Monsha’at e-portal using either the National Single Sign-On account or a Monsha’at account.
• Select “Add Enterprise”.
• Select “Inquiry by Enterprise/Labor File Number”.
• Complete the required information and issue the certificate.
The Enterprise Size Certificate is valid for one year from the date of issuance, or until the enterprise no longer falls within the approved enterprise classification definition.
Once the certificate expires, the beneficiary must issue a new certificate. If the beneficiary wishes to renew the certificate before its expiration date, the current certificate must first be canceled before a new one is issued.
The service is currently provided in Arabic only.
The number of employees is updated every Saturday, in accordance with the requirements of the Ministry of Human Resources and Social Development through the application programming interface (API).
The enterprise size is determined based on the number of employees registered with the Ministry of Human Resources and Social Development, in addition to the enterprise’s annual revenue data, in accordance with the approved regulatory rules for measuring enterprise size.
No. More than one active certificate cannot be issued for the same enterprise, as only the latest active certificate appears on the Monsha’at e-portal
Expired certificates do not appear on the Monsha’at e-portal. Previous certificates can be verified through the Certificate Verification Service.
The authenticity of the Enterprise Size Certificate can be electronically verified through the Certificate Verification Service on the Monsha’at e-portal using the certificate number.
The Enterprise Size Certificate is an identification document issued by Monsha’at that indicates the enterprise classification in accordance with the regulatory rules for measuring enterprise size. Benefits or programs are granted according to the terms and conditions of the entities offering them.
